Albania
CWP Europe is developing large-scale wind energy projects in Albania, contributing to the country’s transition toward energy independence and regional leadership in renewables. Through strong partnerships, cutting-edge expertise, and a commitment to sustainability, CWP is shaping the future of clean energy in Albania and beyond.

Overview
Albania is a strategic location for wind energy development in Southeast Europe, offering a favorable regulatory environment, strong regional interconnections, and increasing demand for renewable power. The country has a RES-dominated electricity system, with over 90% of its current generation coming from hydropower. However, reliance on hydropower creates seasonal energy shortages, leading to high-cost imports and energy security challenges. To address this, Albania is committed to diversifying its energy mix by scaling up onshore wind power, supported by competitive renewable energy auctions, grid modernization, and cross-border market integration. The country is well-connected to regional power markets via high-voltage transmission lines and has plans to expand interconnections with neighboring countries, Hungary, and Italy, further increasing the export potential for clean electricity.
Albania has set ambitious goals for its renewable energy transition, aiming to become a regional wind energy leader and net exporter of green electricity. Key commitments include:- Expanding wind power capacity through government-backed auctions and private investment.
- Strengthening grid infrastructure to support large-scale wind integration and regional exports.
- Aligning with EU energy policies, including participation in the Energy Community and ENTSO-E for full electricity market integration.
- Developing a liberalized energy market, with the Albanian Power Exchange (ALPEX) operating since 2023, supporting price convergence with Southeast Europe.
Market Opportunity
Albania is one of the most attractive emerging markets for wind energy investment in Southeast Europe, supported by a strong legal framework, cross-border connectivity, and a growing demand for clean power.
The Albanian government is actively facilitating wind energy projects through structured permitting, long-term lease agreements, and financial incentives for renewable energy investors.
With increasing electricity consumption and import dependency, Albania is prioritizing large-scale wind projects to reduce reliance on seasonal hydropower and stabilize the national grid.
As part of its regional energy integration strategy, Albania is expanding grid interconnections to support wind energy exports to key markets in Southeast and Central Europe.
The country has a track record of successful Independent Power Producers (IPPs) already exporting renewable electricity, creating a favorable environment for wind developers.
